Recently, the third Executive Council of the third session of the China Filament Weaving Association deliberated and adopted the "Initiative on Avoiding Blind Investment". The following is the full text of the initiative:

China is the largest producer of filament weaving industry and has international competitive advantage. Filament silk weaving is one of the fastest growing textile industries in China. From 2000 to 2015, China's chemical filament silk weaving industry achieved an average annual growth rate of more than 15%. Since 2016, the market demand has entered a normal state of slow growth, and the industrial base has reached a considerable scale. The output of the whole industry has increased from 43.3 billion meters in 2015 to 55.7 billion meters in 2021, with an average annual growth rate of 4.3%.

As the filament silk weaving industry has low investment, high efficiency and relatively low entry barrier, production capacity has expanded significantly in recent years, but output growth has slowed down. According to statistics, by the end of 2019, the loom scale of China's filament silk weaving industry had reached 700,000 units, including 640,000 water-jet looms. In that year, China's output of chemical fiber filament fabric reached 55 billion meters. By the end of 2021, the loom scale of China's filament weaving industry had reached 795,000 units, including 730,000 water-jet looms, and the output of filament fabric in that year was 55.7 billion meters. By comparing the two sets of data, it can be seen that under the impact of the COVID-19 epidemic and international political and economic turbulence, the scale of Chinese water-jet loom still has an average annual expansion of 6.8%, while the output only has an average annual growth of 0.6%. This means that the entire industry is obviously insufficient start-up, new capacity can not be effectively released.

In the future, the development focus of long silk weaving industry needs to shift from capacity expansion to technological progress and upgrading, product development and innovation. Therefore, we propose the following proposals to the whole industry.

First, avoid blind expansion and maintain a reasonable growth rate. The production capacity of filament silk weaving industry should not increase too fast and keep pace with the market demand. Without clear demand growth expectations, stable customer resources and unique product advantages, no enterprise should blindly add new capacity. We will never encourage blind expansion and simply do quantity growth.

Second, strengthen product innovation and build core competitiveness. This year's market once again proved that ordinary low-grade products are facing unprecedented fierce competition, once the enterprise began to dump at a low price, guarantee production and retain people, will fall into a passive, will also have an adverse effect on the entire industry, the appearance of low-level vicious competition. Enterprises should, and must, take "product innovation" as the top priority in their development. The road to mass production is absolutely impossible. To actively focus on product innovation, take the initiative to promote equipment upgrading and technological transformation, to achieve the effective improvement of the core competitiveness of enterprises and the overall upgrading and transformation of the industry.
