Recently, the "Seminar on the Journey of Modern Textile and Clothing Cluster towards World-Class Status" was held in Qiaoqiao, Shaoxing City, organized by the Shaoxing Municipal Economic and Information Technology Bureau. Representatives from economic and information technology departments, industry associations, key enterprises, universities and financial institutions from various regions in Zhejiang Province gathered together to discuss the path of industrial upgrading and to deliberate on the plans for building a world-class advanced manufacturing cluster. 

At present, Zhejiang has established a complete textile industry chain and achieved a strong cluster effect. The textile and garment industry is not only a traditional advantageous industry of Zhejiang but also an important livelihood industry. By 2025, the operating income of large-scale textile and garment enterprises in Zhejiang will reach 1.12 trillion yuan, accounting for 25.5% of the national total; the export volume of textiles will reach 95.331 billion US dollars, accounting for 32.4% of the national total. Both indicators will remain the top in the country. 

Currently, Zhejiang is focusing on key industrial belts such as Hangzhou, Ningbo, Shaoxing and Jiaxing, and is prioritizing the development of modern textile and clothing clusters as part of the "415X" advanced manufacturing clusters. It is also actively promoting the transformation of the industry towards higher-end, more intelligent and greener forms. 

However, compared with the world-class standards, the textile industry in Zhejiang still has room for improvement in terms of global brand influence and the discourse power of the industrial chain. 

In 2024, the modern textile and clothing cluster around Hangzhou Bay, jointly initiated by Shaoxing City and coordinated by Hangzhou, Ningbo and Jiaxing, was selected as a national advanced manufacturing cluster. Chen Wenxing, an academician of the Chinese Academy of Engineering and the director of the Center for Modern Textile Innovation in Zhejiang Province, proposed the expected indicators for the cluster's development: by 2027, the output value will reach 1.28 trillion yuan. Specific measures include building an industry benchmarking area with global influence, a brand origin area, and an area for gathering resources; cultivating a group of ecological leading "chain master" enterprises, 60 national manufacturing single-champion enterprises and 70 specialized, innovative "little giant" enterprises; and establishing 100 industrial chain enterprise communities. 

At the seminar, Shao Liguo, deputy director of the Planning Department of the CCSI of the Ministry of Industry and Information Technology, and Liu Xiaochen, a member of the research group of the Strategic Consultation Center of the Chinese Academy of Engineering, systematically expounded the standard characteristics, construction logic and cultivation direction of world-class clusters, providing professional guidance for Zhejiang's textile and garment industry to benchmark against international standards and fill in the gaps. Representatives from institutions such as the French Higher Institute of Fashion Design and the French New China-France University shared global experience in the high-end fashion industry, bringing an international development perspective to the development of Zhejiang's textile and garment industry.
